PASS / FAIL verdict for CI

Set a cost threshold and pattern rules. dbtGuard evaluates the PR report against your policy and returns a machine-readable PASS/FAIL verdict — blocking the merge when your rules are breached.

This is the Guard tier gate — the feature that prevents $10k surprises. The free tier generates the PR comment. The Guard tier ($79/mo) evaluates it against your org policy and blocks the merge via GitHub required status checks. Policy rules are set per-repo or org-wide.
